SHAWNEE TOWNSHIP
BOARD OF TRUSTEES MEETING
February 8, 2016
The Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairperson Russ Holly called the meeting to order at 7:00 p.m. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Russ Holly, Trustee Dave Belton, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Fire Chief Todd Truesdale, Cemetery Board Pres. Joe Hicks, Zoning Inspector Mark Bishop, and Road Supt. Howard Gray. Vice Chairperson Chris Seddelmeyer and Legal Advisor Clay Balyeat were absent.
APPROVAL OF THE MINUTES
Mr. Belton motioned for approval of the Minutes of the Regular Board of Trustees Meeting held January 25, 2015, Mr. Holly seconded, and the motion carried 2-0.
FISCAL OFFICER’S REPORT
Financial Reports for January 2015 were reviewed by Board of Trustees and Departments. Mr. Belton motioned to approve the financials, Mr. Holly seconded, and the motion carried 2-0.
Discussion: • Regular checking account interest declined significantly. (Report attached) o 2010 – 2012 average earnings on a balance of $4.3 million, $47K o 2013– 2015 average earnings on a balance of $4.8 million, $24K o Concern with recent rate of 002% in 2015, .005% in 2014, .01% in 2013. Rate was 1% in 2010-2012.

Discussion: • Vehicle still at Daniels Ave.
TRUSTEES BUSINESS
Resolution # 11-16 Land Bank Representative
Be it resolved, the Shawnee Township Board of Trustees hereby concurs with American Township on the appointment of Bill Haidle as the representative for Shawnee Township and American Township to the Allen County Land Bank Board. A motion by Mr. Belton to approve Resolution #11-16 was seconded by Mr. Holly. Motion carried 2-0. Roll Call: Mr. Belton, yes Mr. Holly, yes Mrs. Seddelmeyer, Absent
Discussion: Mr. Holly spoke about Shawnee Township and American Township, the two most populous townships in this area, getting involved in the Allen County Land Bank. Bill Haidle was chosen to serve as a board member on the Land Bank Board to represent Shawnee & American Township. Mr. Haidle, present at this evening’s meeting, outlined the County Land Bank opportunities and federal funding for restoring abandoned and dilapidated properties for reutilization.
DEPARTMENTAL BUSINESS
Fire Department
The Fire Dept. Activity Report for January 2016 as submitted by Fire Chief Truesdale was reviewed by the Board. Mr. Belton motioned for approval of the report, Mr. Holly seconded, and the motion carried. (Report attached)
Discussion: • Busy month with 121 calls (60% EMS) • Rescue Vehicle repaired • Fire Officers Training held at Administration Bldg.
Police Department
The Police Activity Report for January 2016 as submitted by Police Chief Keith was reviewed by the Board. Mr. Belton motioned for approval of the report, Mr. Holly seconded, and the motion carried. (Report attached)
Discussion: • Accidents down • Training in February o LPD at Bath Fire Dept. o State mandated training for recertification. New standards-hiring, policies, and annual tests
Road Department
The Road Dept. Activity Report for January 2016 as submitted by Road Superintendent Howard Gray was reviewed by the Board. Mr. Belton motioned for approval of the report, Mr. Holly seconded, and the motion carried. (Report attached)
Discussion: • Repairing pot holes, trimming trees, and getting ready for mowing season • County working at Shawnee & Breese Rd. • AEP trimming tree limbs • Amblewood Project-Repaired drainage. Cost approx. $54,000. (flowable fill, put in curb drainage)
Zoning Department
The Zoning Activity Report for January 2016, as submitted by Zoning Inspector Mark Bishop was reviewed by the Board. Mr. Belton motioned for approval of the report, Mr. Holly seconded, and the motion carried. (Report attached)
Discussion: • Southwood demolition • Vendor Permit-Quillen Brothers Co. (door-to-door sales) • Zoning complaints
Cemetery
The Cemetery Activity Report for January 2016, as submitted by Advisory Pres. Joe Hicks was reviewed by the Board. Mr. Belton motioned for approval of the report, Mr. Holly seconded, and the motion carried. (Report attached)
Discussion: • $6,000 in funerals for month • Other fence work to be done • OTA Conference/Cemeteries

BILLS
Mr. Belton motioned the board approve paying the bills by resolution, Mr. Holly seconded, and the motion carried 2-0. Roll call: Mr. Belton (yes) Mr. Holly (yes) Mrs. Seddelmeyer (absent)

With no further business to be brought before the Board of Trustees, Mr. Belton motioned the meeting adjourn, Mr. Belton seconded, and the motion carried 2-0. Meeting adjourned at 7:25p.m.
