SHAWNEE TOWNSHIP
BOARD OF TRUSTEES MEETING
Oct. 11, 2016
The Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio.
Chairperson Russell Holly called the meeting to order at 7:00 p.m. A brief moment of silence was followed by the Pledge of Allegiance.
Roll call indicated those present as follows: Chairperson Russell Holly, Vice-Chairperson Chris Seddelmeyer, Trustee Dave Belton, Legal Advisor Clay Balyeat, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Fire Chief Todd Truesdale, Cemetery Advisory Board Pres. Joe Hicks, Road Supt. Howard Gray, and Zoning Inspector Mark Bishop.
APPROVAL OF THE MINUTES
Mr. Belton motioned for approval of the Minutes of the Regular Board of Trustees Meeting held Sept. 26, 2016, Mr. Holly seconded, and the motion carried 2-0.
FISCAL OFFICER’S REPORT

LEGAL ADVISOR
• Filing of 1151 Shawnee Rd.
o Application to change zoning to allow Tattoo Parlor

TRUSTEES BUSINESS:
Resolution #69-16 FMLA – Brian Bailey
Whereas, the Shawnee Township Board of Trustees passed Resolution 67-16 authorizing Family Medical Leave for Firefighter Brian Bailey, effective September 26, 2016, and;
Therefore be it Resolved, the Shawnee Township Board of Trustees authorizes Firefighter Brian Bailey to return to work, light duty, beginning October 10, 2016 therefore ending his Family Medical Leave in accordance with the Family Medical Leave Act.
Further, the Shawnee Township Fiscal Officer shall convert Mr. Bailey’s work time to accommodate a regular 40 hour work week until released to full duty.
Mrs. Seddelmeyer motioned for approval of Resolution 69-16, as amended for the date of light duty to begin Oct. 10, 2016, Mr. Belton seconded, and the motion carried 3-0.

Resolution # 70-16 Acceptance of Body Worn Camera Grant
Therefore be it Resolved, the Shawnee Township Board of Trustees hereby accepts the Body Worn Camera Grant from the
Department of Justice, in the amount of $6,727.00, for use by the Shawnee Township Police Department.
Further, this is a matching grant, and the grant period runs from October 1, 2016 through September 30, 2017.
Mrs. Seddelmeyer motioned for approval of Resolution 70-16, Mr. Belton seconded, and the motion carried 3-0.

DEPARTMENTAL BUSINESS
Fire Department
The Fire Dept. Activity Report for September 2016, as submitted by Fire Chief Todd Truesdale, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried 3-0. (Report attached)
Discussion:
• 112 calls for the month. 83% EMS
• Nov. 3rd, at 11:30am- “Grill Out” at department with Schwartz
Contractors
• Fall Season-Hydrant checks
• Bid Specs for Fire Act Grant-Exhaust System
• Truck repairs, $2,400-

• Fire Safety-Halloween
Police Department
The Police Dept. Activity Report for September 2016, as submitted by Police Chief Mike Keith, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried 3-0. (Report attached)
Discussion:
• Calls down 28%
• $3000 donation from Marathon will be used to purchase dispatch computers and car
cameras
• Police Dept. passes State Standards
Road Department
The Road Dept. Activity Report for September 2016, as submitted by Road Superintendent Howard Gray, was reviewed
by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmyer seconded, and the motion carried 3-0.

Discussion:
• Brush pick-up and mowing
• Salt price $57.45 per ton this year ($3.18 less than last year)
• Township
held Clean-Up Day last Saturday, Oct. 8th. Went well.
• Road worker Aaron Crider has doctors release for next

• Road closing at State Route 501 and Breese Rd. for tile work

Zoning Department
The Zoning Activity Report for September 2016, as submitted by Zoning Inspector Mark Bishop, was reviewed by the
Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried 3-0. (Report
attached)
Discussion:
• Eleven permits issued
o BZA Hearing-Storage Rental Units on Shawnee Rd.
Set back requirements
• Zoning for Artistic Tattoos at 1151 Shawnee Rd.
• Several violations corrected
• E-mail from Lima Refinery in reference
to deep well injections, 3200 ft., saline and other, to be addressed by EPA
• Marathon extending pump house
Cemetery
The Shawnee Township Cemetery Minutes of Meeting held Sept. 12, 2016, as submitted by Cemetery Advisory Board
Pres. Joe Hicks, were reviewed by the Board. A motion by Mrs. Seddelmeyer to accept the following report of Mr. Hicks
was seconded by Mr. Belton. Motion carried.
Discussion:
• HB 413 passes. Includes wording allowing Townships to use Township funds to construct new
mausoleums in Township cemeteries. Cemetery Board plans to submit request to Township Trustees for a loan to
assist in the construction of a new mausoleum in Shawnee Township Cemetery
• New road to be put in
• Fence still
needs moved, 50 ft. off
• Hydraulic leak in Kabota
• Rebid for construction of mausoleum
o Soil samples needed

Mrs. Seddelmeyer motioned the board approve paying the bills by resolution, Mr. Belton seconded, and the motion carried 3-0. Roll call:
