Minutes of Meeting Sept. 12, 2016

The Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio.

Chairperson Russell Holly called the meeting to order at 7:00 p.m. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Russell Holly, Vice Chairperson Chris Seddelmeyer, Trustee Dave Belton, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Cemetery Advisory Board Pres. Joe Hicks, Road Supt. Howard Gray, Legal Advisor Clay Balyeat, Fire Chief Todd Truesdale, and Zoning Inspector Mark Bishop.

​APPROVAL OF THE MINUTES
​Mrs. Seddelmeyer motioned for approval of the Minutes of the Regular Board of Trustees Meeting held Aug. 22, 2016, Mr. Holly seconded, and the motion carried 3-0.

​FISCAL OFFICER’S REPORT • August 2016 Financial Reports were reviewed by the Board and each Department. Stephanie reported appropriations and fund balances were in good status. A motion by Mr. Belton to approve the financials was seconded by Mrs. Seddelmeyer. Motion carried 3-0. • Auditors finishing up audit

​ LEGAL ADVISOR • Complaints filed with Shawnee Township. RE: Harry Baber and Tom Stewart, Dixie Hwy. • Fence installed in wrong place in cemetery. Joe asked Clay what the Township can do to get the county to correct the problem. Wants fence moved 50’to the north. Clay asked for a copy of the work order. • 1006 Daniels-Send letter for property owner Gertha Davis to repair property. o Property on list of land bank for possible demolition. Uninhabitable. o Fire Dept. inspected property and found two people still living at property.

​ TRUSTEES BUSINESS:

​ Resolution #65-16       Ending FMLA-Jake Breitigan
​Whereas, the Shawnee Township Board of Trustees passed Resolution 62-16, authorizing Dispatcher Jake Breitigan to begin Family Medical Leave on August 29, 2016 in accordance with the Family Medical Leave Act. Be it Resolved, the Shawnee Township Board of Trustees hereby ends Mr. Breitigan’s Family Medical Leave effective September 6, 2016, as Mr. Breitigan has returned to full duty. Mrs. Seddelmeyer motioned for approval of Resolution 65-16, Mr. Belton seconded, and the motion carried 3-0. Roll Call: Mr. Belton, yes Mr. Holly, yes Mrs. Seddelmeyer, yes

​ Resolution # 66-16       Board of Trustees of Shawnee Township Authorizes Brion E. Rhodes, Allen County Engineer, To submit an Application and To Execute a Contract With the Ohio Public Works Commission For Resurfacing the Pavement of Certain Roads in Shawnee Township, Allen County, Ohio

​ The Board of Township Trustees of Shawnee Township, Allen County, Ohio, met in regular session on the 12th day of Sept., 2016 with the following members present: Mr. R. Holly, Mrs. C. Seddelmeyer, and Mr. D. Belton. Mrs. C. Seddelmeyer moved the adoption of the resolution as follows: WHEREAS, the Board authorizes the submission of an application by the Allen County Engineer for financial assistance, using State Issue I Funds, for funding 80% of the following township projects; Road Name: Estimate: 1. Delong from Breese to County Line $167,518.57 2. Ft. Shawnee Industrial Drive from McClain to New Pavement $ 32,505.72 TOTAL ESTIMATE $200,024.29 Now Therefore, BE IT RESOLVED, that the Board of Township Trustees of Shawnee Township, Allen County, Ohio, hereby authorizes Brion E. Rhodes, P.E., P.S., Allen County Engineer, to submit the application and execute the contract with the Ohio Public Works Commission for the above listed projects; and be it further Resolved, that the 20% matching funds ($40,004.86)for these projects will come from the Motor Vehicle and Gasoline tax issued to the Board of Township Trustees of Shawnee Township, Allen, County, Ohio; and will be available at the time of the approval of the application for financial assistance. Mr. D. Belton seconded the resolution and upon the roll being called, the vote resulted as follows: Mr. D. Belton yes Mr. R. Holly yes Mrs. C. Seddelmeyer yes Adopted this 12th day of Sept. 2016

​ Fire Department

​ The Fire Dept. Activity Report for August 2016, as submitted by Fire Chief Todd Truesdale, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried. (Report attached) Discussion: • 110 calls in Aug. 66% were EMS calls. • Ceremony at Shawnee Alliance Church. (9/11) • Awards Luncheon-Fire Safety Award went to FF Steve Kennedy • J. Lafferty needing field experience for medical certification o Possibly work as a volunteer FF and covered under Twp.’s Workers Comp

​ Police Department

​ The Police Dept. Activity Report for August 2016, as submitted by Police Chief Mike Keith, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried. (Report attached) Discussion: • Calls down by 7% compared to August of last year. • Officers received Narcan Training. o Used last week in overdose

​ Road Department

​The Road Dept. Activity Report for August 2016, as submitted by Road Superintendent Howard Gray, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmyer seconded, and the motion carried. (Report attached) Discussion: • Brush pick-up still steady • Road Program contract paving has begun. (Zurmehly and Blue Jacket) • Road worker Aaron Crider to get cast removed and start rehab on the 19th • Oct 8, Fall Clean-Up Day. 8am-2pm

​Zoning Department

​The Zoning Activity Report for August 2016, as submitted by Zoning Inspector Mark Bishop, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs.Seddelmeyer seconded, and the motion carried. (Report attached) Discussion: • Issued 7 Permits • BZA Variance Hearing, Sept. 7 • H. Larschied-Move fence east • Zoning Commission Hearing, Sept. 7. (G. Nearon petition to change zoning from RH-1 to BIII-Commercial, approved 4-0.) Township Trustees plan to set a Public Hearing for this matter Sept. 26, 2016, at 9:30am. • Land Bank Program-Management of Program o Certify properties and review • Clarence Jones changed guardianship of properties that were scheduled for demolition. Clay said it shouldn’t matter. Probate has information about new ownership.

​ Cemetery

​The Cemetery Activity Report for August 2016, as submitted by Cemetery Advisory Board Pres. Joe Hicks, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Belton seconded, and the motion carried. (Report attached) Discussion: • Minutes of August Cemetery Board Meeting • Purchase of land • Holiday went well, many compliments • Purchased 10 boards, purchasing 10 more next month • Updated costs for building mausoleum • Joe mentioned trading in a 2 yr. old mower at Steve Meyers. A new mower from there should cost approx. $3,000. Mr. Holly asked Joe to check prices of other businesses for new mower

​Mrs. Seddelmeyer motioned the board approve paying the bills by resolution, Mr. Belton seconded, and the motion carried 3-0. Roll call: Mr. Belton (yes) Mr. Holly (yes) Mrs. Seddelmeyer (yes)

​ At 7:51 PM, Mr. Belton motioned for the Board to go into Executive Session for employment issue per the ORC, Section 121.22 (G,5) Mrs. Seddelmeyer seconded, and the motion carried 3-0.

​ At 8:14 PM, Mrs. Seddelmeyer motioned to reconvene the Regular Board of Trustees Meeting, Mr. Belton seconded. The motion carried 3-0.
