Minutes of Meeting Aug. 8, 2016

The Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio.

Chairperson Russell Holly called the meeting to order at 7:00 p.m. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Russell Holly, Vice Chairperson Chris Seddelmeyer, Trustee Dave Belton, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Cemetery Advisory Board Pres. Joe Hicks, Road Supt. Howard Gray, Legal Advisor Clay Balyeat, Fire Chief Todd Truesdale, and Zoning Inspector Mark Bishop.

​APPROVAL OF THE MINUTES
​ Mrs. Seddelmeyer motioned for approval of the Minutes of the Regular Board of Trustees Meeting held July 25, 2016, Mr. Belton seconded, and the motion carried 2-0.

​ FISCAL OFFICER’S REPORT • July financials should be ready by next meeting • Audit going well. State Auditors are to finish audit next week

​ LEGAL ADVISOR • Specs of properties having zoning issues sent to Law Director o Working on parcels and titles

​TRUSTEES BUSINESS:

​Resolution #58-16      Approve Purchase Orders
​Be it resolved, that the Shawnee Township Board of Trustees approves of the following Purchase Orders: FIRE-SAFETY SERVICE Then & Now Purchase Order No. 9-2016 $6,615.00 Then: 7/15/2016 Now: 7/25/2016 (Purchase of Fire Safety Helmets with 2015 PCS Donation) Mrs. Seddelmeyer motioned for approval of Resolution 58-16, Mr. Belton seconded, and the motion carried 3-0. ​ Resolution # 59-16       Ottawa River Coalition
​Whereas, the Shawnee Township Board of Trustees hereby authorizes participation in the Ottawa River Coalition and the fees thereof as attached hereto. Mrs. Seddelmeyer motioned for approval of  Resolution 59-16, Mr. Belton seconded, and the motion carried 3-0. Roll Call: Mr. Belton, yes Mr. Holly, yes Mrs. Seddelmeyer, yes

​ Resolution # 60-16      Liability Insurance Renewal
​Whereas, the Shawnee Township Board of Trustees accepts the Township’s liability insurance through OTARMA as attached hereto. Mrs. Seddelmeyer motioned for approval of Resolution 60-16, Mr. Belton seconded, and the motion carried 3-0. Roll Call: Mr. Belton, yes Mr. Holly, yes Mrs. Seddelmeyer, yes

​ A motion by Mr. Holly to amend the agenda to include Resolution #61-16, was seconded by Mr. Belton. Motion carried 3-0.

​Resolution # 61-16       FMLA-Aaron Crider
​Be it resolved, the Shawnee Township Board of Trustees, per the Family Medical Leave Act, approves FMLA beginning Aug. 5, 2015, for Road Dept. Worker Aaron Crider. Mrs. Seddelmeyer motioned for approval of Resolution 61-16, Mr. Belton seconded, and the motion carried 3-0. Roll Call: Mr. Belton, yes Mr. Holly, yes Mrs. Seddelmeyer, yes

​ DEPARTMENTAL BUSINESS

​Fire Department
​     The Fire Dept. Activity Report for July 2016, as submitted by Fire Chief Todd Truesdale, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried. (Report attached) Discussion: • Chief Truesdale reported July a busy month with calls • Joe Lafferty to recertify his Medic Certificate. Are persons seeking recertification permitted to ride along with our EMS Dept.? Clay Balyeat to look into legal issues. There may be worker’s comp. issue if not an employee of township.

​ Police Department
​         The Police Dept. Activity Report for July 2016, as submitted by Police Chief Mike Keith, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried. (Report attached) Discussion: • Chief Keith reported calls up 4.5% • National Night Out a success. o Tank, Climbing Wall o City of Lima NNO cancelled brought in more people • Traffic study planned for Round-a-Bout

​ Road Department 
​       The Road Dept. Activity Report for July 2016, as submitted by Road Superintendent Howard Gray, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmyer seconded, and the motion carried. (Report attached) Discussion: • July busy with road mowing and brush pick-up (Schedule) • Road cut on State Route 117. One lane, caution steel plate in roadway. • County contacted about guardrail on S. Wapak Rd. • Trees blocking view on Magnolia at stop sign

​Zoning Department
​     The Zoning Activity Report for July 2016, as submitted by Zoning Inspector Mark Bishop, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Belton seconded, and the motion carried. (Report attached) Discussion: • Issued 15 Permits • Variance Pending-Larscheid • Complaints and Violations • Land Bank Program-Management of Program

​Cemetery
​     The Cemetery Activity Report for July 2016, as submitted by Cemetery Advisory Board Pres. Joe Hicks, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Belton seconded, and the motion carried. (Report attached) Discussion: • National Night Out went well. o People interested in new mausoleum • AEP moved powerline from garage

​COMMUNICATIONS 
​1. Membership to Ottawa River Coalition 2. Meeting with Allen Economic Group-Aug. 10, at 3pm  3. Allen County Fair, August 19-27th 4. Ohio Public Utilities Commission-Notice /Sellers Rd. Railroad Crossing

​BILLS
​     Mr. Belton motioned the board approve paying the bills by resolution, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Roll call: Mr. Belton (yes) Mr. Holly (yes) Mrs. Seddelmeyer (yes)

​ At 7:40 PM, Mr. Belton motioned for the Board to go into Executive Session for confidential reasons and pertaining to federal laws per the ORC, Section 121.22 (G,5) Mrs. Seddelmeyer seconded, and the motion carried 3-0.
​ At 8:05 PM, Mrs. Seddelmeyer motioned to reconvene the Regular Board of Trustees Meeting, Mr. Belton seconded. The motion carried 3-0.

​With no further business to be brought before the Board of Trustees, Mrs. Seddelmeyer motioned the meeting adjourn, Mr. Belton seconded, and the motion carried 3-0.
