BOARD OF TRUSTEES MEETING
​June 13, 2016

​The Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairperson Russell Holly called the meeting to order at 7:00 p.m. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Russell Holly, Vice Chairperson Chris Seddelmeyer, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Cemetery Advisory Board Pres. Joe Hicks, Road Supt. Howard Gray, and Legal Advisor Clay Balyeat. Fire Chief Todd Truesdale , Zoning Inspector Mark Bishop, and Trustee Dave Belton were absent.

​ APPROVAL OF THE MINUTES
​ Mrs. Seddelmeyer motioned for approval of the Minutes of the Regular Board of Trustees Meeting held May 23, 2016, Mr. Holly seconded, and the motion carried 2-0.

​FISCAL OFFICER’S REPORT
​ Financial Reports: 1. Appropriations and fund balances are in good status. Payroll lines are at 40%. 2. Twp. received Rollback & Homestead 3. Most of the adjusting factors on last month’s bank statement are cleared up.

​A motion to approve the financials for May 2016 made by Mrs. Seddelmeyer was seconded by Mr. Holly, and the motion carried 2-0.

​Discussion: • Budget Hearing is set for July 11th at 6:30 pm, prior to Regular Board Meeting. (Notice of hearing to post in news on June 27th) Board to adopt budget at the Regular Meeting following budget hearing and submit to the county by July 20th. • Twp. received recent reimbursement of $33,685.57 for the Fort Shawnee Industrial Dr. Project. Reimbursements are caught up.

​ LEGAL ADVISOR
​Discussion: • Following up on e-mails having to do with concrete issue on Wapak Rd. (Douglas Fay Construction)

​ Privilege of the Floor Harry Baber, 3301 S. Dixie Hwy., Lima, Ohio 45804
​Mr. Holly informed Mr. Baber that he has the information Mr. Baber requested in regards to Township Zoning Regulations for putting up a fence. Mr. Baber asked if there was a definition for staking property lines. Mr. Holly replied that regulations read if on property line, it must be allowed by property owners. Mr. Baber stated stakes inside 8” of line isn’t an offense. Mr. Baber asked if his neighbor Tom Stewart was in compliance with the hill on his property. Mr. Holly said that Twp. Zoning Inspector Mark Bishop and the County can provide Mr. Baber with information as to what was done about the hill. Mr. Baber complained that Tom Stewart put up a 9ft. fence and an outdoor light that reflects right on Mr. Baber’s house. Mr. Baber asked Attorney Balyeat if the law was being followed when Mr. Stewart put up hill. Mr. Holly stated hill was removed. Mr. Baber mentioned setting up meeting with Clayton Bacon to discuss property lines. Further, Mr. Baber stated he has placed posts so as to define boundaries and asked Mr. Holly if this was o.k. Mr. Holly said the posts were o.k. as long as they are on Mr. Baber’s property and not Mr. Stewart’s.

​ TRUSTEES BUSINESS:
​Resolution # 32-16      FMLA-Mark Bishop
​Be it Resolved, the Shawnee Township Board of Trustees hereby authorizes Family Medical Leave to Zoning Inspector Mark Bishop for the period beginning May 10, 2016, and ending on June 6, 2016, in accordance with the Family Medical Leave Act Mrs. Seddelmeyer motioned for approval of Resolution 32-16, Mr. Holly seconded, and the motion carried 2-0. Roll Call: Mr. Belton, absent Mr. Holly, yes Mrs. Seddelemeyer, yes

​Resolution # 33-16       Setting Wages for Seasonal Employee-Taylor Lucas
​Be it Resolved, the Shawnee Township Board of Trustees hereby authorizes a wage of $10.50 an hour for Taylor Lucas as a Seasonal Employee Team Leader. Mrs. Seddelmeyer motioned for approval of Resolution 33-16, Mr. Holly seconded, and the motion carried 2-0. Roll Call: Mr. Belton, absent Mr. Holly, yes Mrs. Seddelemeyer, yes

​ Resolution # 34-16      Setting Wages for Seasonal Employee-Jake Thomas
​Be it Resolved, the Shawnee Township Board of Trustees hereby authorizes a wage of $10.00 an hour for Seasonal Employee Jake Thomas Mrs. Seddelmeyer motioned for approval of Resolution 34-16, Mr. Holly seconded, and the motion carried 2-0. Roll Call: Mr. Belton, absent Mr. Holly, yes Mrs. Seddelemeyer, yes

​ Resolution # 35-16      Setting Wages for Seasonal Employee-John Miller
​Be it Resolved, the Shawnee Township Board of Trustees hereby authorizes a wage of $10.00 an hour for Seasonal Employee John Miller Mrs. Seddelmeyer motioned for approval of Resolution 35-16, Mr. Holly seconded, and the motion carried 2-0. Roll Call: Mr. Belton, absent Mr. Holly, yes Mrs. Seddelemeyer, yes

​ Resolution # 36-16       Employment Contract for Jewlene Gause Interim/Part-time Dispatcher
​Be it Resolved, the Shawnee Township Board of Trustees hereby authorizes the continued employment of Jewlene Gause as an Interim/Part-tiime Dispatcher, effective June 7, 2016 through December 6, 2016, at her current rate of pay. Mrs. Seddelmeyer motioned for approval of Resolution 35-16, Mr. Holly seconded, and the motion carried 2-0. Roll Call: Mr. Belton, absent Mr. Holly, yes Mrs. Seddelemeyer, yes

​ DEPARTMENTAL BUSINESS
​Fire Department
​ Discussion: • Lima News Article-Ohio Representative Bob Cupp congratulates Fire Dept. for receipt of Local Safety Grant to purchase equipment. (Hazmat)

​ Police Department
​ The Police Dept. Activity Report for May 2016, as submitted by Police Chief Mike Keith, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Holly seconded, and the motion carried. (Report attached) Discussion: • Accidents and mutual aid are up • Shawnee Noon Optimists awards Officer Hoehn “Officer of the Year” • Number of accidents reported (Apollo)-Brion Rhodes , Allen Co. Engineer

​ Road Department
​The Road Dept. Activity Report for May 2016, as submitted by Road Superintendent Howard Gray, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Holly seconded, and the motion carried. (Report attached) Discussion: • Busy with mowing and brush pick-up • Purchased gravel for chip & seal • Weeds taken care of on Greens & Pro

​Zoning Department
​The Zoning Activity Report for May 2016, as submitted by Zoning Inspector Mark Bishop, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Holly seconded, and the motion carried. (Report attached) Discussion: • Permits issued

​ Cemetery
​The Cemetery Activity Report for May 2016, as submitted by Cemetery Advisory Board Pres. Joe Hicks, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Holly seconded, and the motion carried. (Report attached) Discussion: • Agreement with Pontem Software for cemetery mapping handed to Trustees • Estimate for fence • Thank Road Dept. crew for their work in preparing for the Memorial Day weekend • HB413 passed. Revises ORC wording to include construction of mausoleums • Weeding to be done by June 29th for July 4th holiday

​COMMUNICATIONS  1. Road cuts on Breese Rd. County to repair and rebuild road.  2. Allen Water District Minutes and Application for Assistance with Spring-Clean Up Day

​Mrs. Seddelmeyer motioned the board approve paying the bills by resolution, Mr. Holly seconded, and the motion carried 2-0. Roll call: Mr. Belton (absent) Mr. Holly (yes) Mrs. Seddelmeyer (yes)

​With no further business to be brought before the Board of Trustees, Mrs. Seddelmeyer motioned the meeting adjourn, Mrs. Holly seconded, and the motion carried 2-0. Meeting adjourned at 7:35.m.
