BOARD OF TRUSTEES MEETING

April 11, 2016

The Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairperson Russ Holly called the meeting to order at 7:00 p.m. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Russ Holly, Vice Chairperson Chris Seddelmeyer, Trustee Dave Belton, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Fire Chief Todd Truesdale, Cemetery Advisory Board Pres. Joe Hicks, Road Supt. Howard Gray, Legal Advisor Clay Balyeat, and Zoning Inspector Mark Bishop.

APPROVAL OF THE MINUTES

     Mr. Belton motioned for approval of the Minutes of the Regular Board of Trustees Meeting held March 28, 2016, Mr. Holly seconded, and the motion carried 2-0.

FISCAL OFFICER’S REPORT

     Mr. Belton motioned to approve the March 2016 Financials, Mrs. Seddelmeyer seconded, and the motion carried 3-0.

     Discussion: 1. Received TPPT reimbursements (Decrease) 2. Received remaining balance of the 1st ½ RE Tax Settlement

LEGAL ADVISOR

  Discussion: • Deceased Township Resident: Richard Dearwester

     o Chiles-Laman to perform cremation, indigent service

     o Township Trustees to appoint official administrator authorizing cremation and to file against the estate of Richard Dearwester

• Property at Liberty Commons

     o Purchase prior to changes in zoning text, size of lots

     o Storage Building-Unbuildable lot, lots were divided.

     o Variance request should resolve the problem o Require the LLC to file any permit or variance

Privilege of the Floor Dan Henry, 3696 Huntleigh Dr., Cridersville, Ohio

Mr. Henry said he appreciated the work done to fence in the cemetery, but wished it had been done sooner than what it was. He felt the plans for purchasing computer software to plat out cemetery lots was a very good idea. Further, Mr. Henry mentioned sending a letter of commendation to the Cemetery Board in regards to Cemetery Supt. Kenny Armentrout and the good job he has been doing, and thanked the Township Trustees and Road Dept. for their involvement in the upkeep of the cemetery

TRUSTEES BUSINESS

Resolution # 19-16      Pay Increase for Detective Don Marik

BE IT RESOLVED that the Shawnee Township Board of Trustees authorizes a pay increase of 50 cents per hour for Detective Don Marik. FURTHER the increase will be effective retroactive to March 6, 2016. Mr. Belton motioned for approval of Resolution 19-16, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Roll Call: Mr. Belton yes Mr. Holly yes Mrs. Seddelemeyer yes

Resolution # 20-16       Certification of Road Mileage for 2016

BE IT RESOLVED that the Shawnee Township Board of Trustees certifies the road mileage within Shawnee Township to be 78.435 as determined by the Allen County Engineer. Mrs. Seddelmeyer motioned for approval of Resolution 20-16, Mr. Belton seconded, and the motion carried 3-0. Roll Call: Mr. Belton yes Mr. Holly yes Mrs. Seddelemeyer yes

Resolution # 21-16       Authorization to Crack Seal and Slurry Seal the Township Parking Lot

BE IT RESOLVED that the Shawnee Township Board of Trustees authorizes American Pavements, Inc., Plain City, Ohio to Crack Seal and Slurry Seal the Shawnee Township Parking Lot at a cost not to exceed $41,625.00. Mrs. Seddelmeyer motioned for approval of Resolution 21-16, Mr. Belton seconded, and the motion carried 3-0. Roll Call: Mr. Belton yes Mr. Holly yes Mrs. Seddelemeyer yes

Resolution # 22-16       Ending FMLA-Christy Dawson

WHEREAS the Shawnee Township Board of Trustees passed Resolution 15-16, authorizing Dispatcher Christy Dawson to begin Family Medical Leave on March 15, 2016 in accordance with the Family Medical Leave Act. BE IT RESOLVED that the Shawnee Township Board of Trustees hereby ends Ms. Dawson’s Family Medical Leave effective March 28, 2016 as Ms. Dawson has returned to full duty. Mr. Belton motioned for approval of Resolution 22-16, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Roll Call: Mr. Belton yes Mr. Holly yes Mrs. Seddelemeyer yes

Resolution # 23-16       FMLA – Lauren Stauffer

BE IT RESOLVED that the Shawnee Township Board of Trustees authorizes Dispatcher Lauren Stauffer to begin Family Medical Leave on April 4, 2016 in accordance with the Family Medical Leave Act. Mr. Belton motioned for approval of Resolution 23-16, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Roll Call: Mr. Belton yes Mr. Holly yes Mrs. Seddelemeyer yes

Resolution # 24-16       Acceptance 2016 Road Program

BE IT RESOLVED that the Shawnee Township Board of Trustees accepts the 2016 road program as attached hereto. FURTHER the 2016 Shawnee Township Road Program, as presented by the Allen County Engineer, is at an estimated cost of $96,403.18. Mr. Belton motioned for approval of Resolution 24-16, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Roll Call: Mr. Belton yes Mr. Holly yes Mrs. Seddelemeyer yes

Resolution # 25-16       Acceptance of Resignation – Part-time Police Officer Troy Hartzog

BE IT RESOLVED that the Shawnee Township Board of Trustees accepts the resignation of Troy Hartzog, part-time Police Officer, effective April 10, 2016. Mr. Belton motioned for approval of Resolution 25-16, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Roll Call: Mr. Belton yes Mr. Holly yes Mrs. Seddelemeyer yes

       A motion by Mr. Belton to amend the agenda to include Resolution #26-16 was seconded by Mrs. Seddelmeyer, and the motion carried 3-0.

Resolution # 26-16       Authorize Indigent Burial for Richard Dearwester

Whereas, Chiles and Sons-Laman Funeral Home, Lima Ohio notified the Shawnee Township Board of Trustees of the death and unclaimed body of Richard Dearwester, Shawnee Twp., Lima, Ohio, and request indigent cremation for Mr. Dearwester, and; Whereas, in Shawnee Township Resolution 105-08, Setting of Amount Payable for Indigent Burials or Cremations, the Shawnee Township Board of Trustees hereby sets payment of Indigent Burials or Cremations within Shawnee Township at an amount not to exceed $1,000.00, and; Further, the definition of an Indigent person within Shawnee Township is as per the Ohio Revised Code Section 9.15, and; Further, burials or cremations shall be limited to the Shawnee Cemetery in accordance to ORC 9.15; Therefore, be it hereby resolved the Shawnee Township Board of Trustees authorizes indigent cremation for Richard Dearwester. Mr. Belton motioned for approval of Resolution 26-16, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Roll Call: Mr. Belton yes Mr. Holly yes Mrs. Seddelemeyer yes

DEPARTMENTAL BUSINESS

Fire Department

     The Fire Dept. Activity Report for March 2016 as submitted by Fire Chief Truesdale was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Belton seconded, and the motion carried. (Report attached)

     Discussion:

          • 116 calls for service in March

          • EMS at Industry. Person having cardiac arrest was on 20ft. platform. EMS crew had person lowered within 23 minutes and at hospital within 30 minutes of arrival. Chief Truesdale and Platoon Chief Matt Myers talked about the rescue and how valuable the confined space training and rope and rescue training is

           • EMS at Nursing Home. Person choking. Paramedics assist in saving person’s life.

Police Department

     The Police Dept. Activity Report for March 2016 as submitted by Police Chief Mike Kieth was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried. (Report attached)

     Discussion:

         • Accidents down 20%, calls up 12% compared to last year

         • Traffic ticket issue resolved.

         • 26 accidents this year in round-a-bout compared to 12 accidents last year prior to its construction

Road Department

     The Road Dept. Activity Report for March 2016 as submitted by Road Superintendent Howard Gray was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried. (Report attached)

     Discussion:

            • Brush pick-up beginning this Thursday

            • 159 hours spent on snow removal compared to 65.5 hours last year

Zoning Department

     The Zoning Activity Report for March 2016, as submitted by Zoning Inspector Mark Bishop was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Belton seconded, and the motion carried. (Report attached)

            • 12 permits issued (2 pending, Burger King, Ft. Industrial Dr.)

Cemetery

     The Cemetery Activity Report for March 2016, as submitted by Cemetery Advisory Board Pres. Joe Hicks was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried. (Report attached)

          Discussion:

               • Thank you to Road Dept. for ditch work

               • Estimate from Elwer Fence to complete fence

                • Four funerals last month

                • Preparing for Memorial Day

                • Dumpster needed April 1 – Nov 30 (Location?)

     With no further business to be brought before the Board of Trustees, Mr. Belton motioned the meeting adjourn, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Meeting adjourned at 7:50p.m.
