Minutes of Meeting, Nov. 9, 2015

The Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio.

Chairperson Dave Belton called the meeting to order at 7:00 p.m. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Dave Belton, Vice-Chair Russ Holly, Fiscal Officer Stephanie Hoffer, Road Supt. Howard Gray, Zoning Inspector Mark Bishop, Police Chief Mike Keith, and Fire Chief Todd Truesdale. Legal Advisor Clay Balyeat, Cemetery Board Pres. Joe Hicks, and Trustee Chris Seddelmeyer were absent.

 

APPROVAL OF THE MINUTES

Mr. Holly made a motion to approve the Minutes of the Regular Meeting held October 26, 2015, Mr. Belton seconded, and the motion carried 2-0.

FISCAL OFFICER’S REPORT

Financial Reports for October 2015 were submitted to the Board of Trustees and Departments. Mr. Holly made a motion to approve the financials, Mr. Belton seconded, and the motion carried 2-0.

Discussion: • Fund balances in good status • Township received 2nd ½ Rollback & Homestead • Received Rock Salt Settlement in the amount of $3,762.94. The Township spent $113,000 for road salt over the period of claim. Attorney General’s webpage posts more information about the settlement • OTARMA reimbursed Township for damaged mower • State Grant sent 3rd reimbursement for the Ft. Industrial Dr. Project • Allen Co. Refuse changing name to Wright Refuse. No other changes.

LEGAL ADVISOR No report

SWEARING IN OF: Jonathan Baker as Full-time Police Officer for Shawnee Township Ben Trowbridge as Full-time Police Officer for Shawnee Township Troy Hartzog as Part-time Police Officer for Shawnee Township Officers were sworn in by Police Chief Michael Keith. Family and friends of officers were present.

Resolution # 119-15      Hiring of Full-time Police Officer – Jonathan Baker

Now therefore be it resolved, the Shawnee Township Board of Trustees hereby authorizes the hiring of Jonathan Baker as a full-time Police Officer effective November 9, 2015, with benefits in accordance with the Union Contract between the Shawnee Township Board of Trustees and FOP/OLC Patrolman’s Unit. A motion by Mr. Holly to approve Resolution #119-15 was seconded by Mr. Belton. Motion carried 2-0. Roll Call: Mr. Belton, yes Mr. Holly, Yes Mrs. Seddelmeyer, absent

Resolution # 120-15       Hiring of Full-time Police Officer – Ben Trowbridge

Resolution #121-15      Authorization to Hire Part-time Police Officer – Troy Hartzog

Be it hereby resolved, the Shawnee Township Board of Trustees authorizes the hiring of Part-time Police Officer Troy Hartzog to be effective November 9, 2015. Resolution #122-15       Acceptance of Memorandum of Understanding with Apollo Career Center for School Resource Officer Be it hereby resolved, the Shawnee Township Board of Trustees hereby accepts the Memorandum of Understanding with Apollo Career Center for a School Resource Officer as attached hereto. A motion by Mr. Holly to approve Resolution #122-15 was seconded by Mr. Belton. Motion carried 2-0. Roll Call: Mr. Belton, yes Mr. Holly, Yes Mrs. Seddelmeyer, absent

Resolution #123-15      Acceptance of Mutual Aid Agreement for Allen County Law Enforcement

Be it hereby resolved, the Shawnee Township Board of Trustees hereby accepts the Mutual Aid Agreement for Allen County Law Enforcement Departments as attached hereto. A motion by Mr. Holly to approve Resolution #123-15, as amended to include that the Trustees approval is based on Legal Advisor Clay Balyeat’s review and approval of the agreement. DEPARTMENTAL BUSINESS

Fire Department

The Monthly Activity Report for October 2015 for the Fire Department as submitted by Fire Chief Truesdale was reviewed by the Board. Mr. Holly motioned for approval of the report, Mr. Belton seconded, and the motion carried. The report is attached and made part of these minutes.

Discussion: • Number of service calls up from previous month, approx. 139 calls for Oct. • Hydrant checks almost completed • Completing confined space training at Industries • Received Grain Bin Rescue Training • Provided CPR Training to 7th & 8th graders. Scheduling training for Freshman & Sophomores • CPR Training for Middle School Principal scheduled for Dec. 2. ACLS (2yr. Certification)

Police Department

The Monthly Activity Report for October 2015 for the Police Department as submitted by Police Chief Keith was reviewed by the Board. Mr. Belton motioned for approval of the report, Mr. Holly seconded, and the motion carried. The report is attached and made part of these minutes.

Discussion: • % calls down compared to Nov. of last year • Thank you to Township residents for levy passing. Levy received 71% of votes. Township voters pleased with service of Dept. State stats show renewal levies went well. Levies asking for new money, not so much. • Thank you from Cindy Kill. Halloween Block Party at City View Terrace Arms went well. • Lock-down at Apollo School

Road Department

The Monthly Activity Report for October 2015 for the Road Department as submitted by Road Supt. Gray was reviewed by the Board. Mr. Holly motioned for approval of the report, Mr. Belton seconded, and the motion carried. The report is attached and made part of these minutes.

Discussion: • Labor hours spent on brush and leaf pick-up. Dept. ¾ done with 1st round of pick-up. • Leaf Vac back from repairs. Second one going in to repair charging unit • Concrete poured on Friday for drainage problem in Road Dept. Garage • Ordered first order of road salt for this year, 200 tons @$63.63 per ton. (Cost is $48.25 per ton less than last year.)

Zoning Department

The Zoning Report as submitted by Zoning Inspector Mark Bishop was reviewed by the Board. Mr. Holly motioned for approval of the report, Mr. Belton seconded, and the motion carried. The report is attached and made part of these minutes.

Discussion: • Turning in 67 zoning permits to county for their yearly files • Tom Stewart request rezoning from commercial to residential, 3275 S. Dixie • New addition to office building, 1860 S. Dixie • Arbys on Shawnee Rd. plans $50,000 renovation • Mc Clain Rd. business plans construction • Two new cases-Zoning Board of Appeals • Mr. Kriegel correcting issue with fence. Wishes to construct an accessory bldg. • Estimates for demolition of 1408 Southwood Dr. ($8,700-$9,400) • Served notice at 1669 Frail for removal of junk vehicle. • Complaint filed in regards to junk vehicles and overgrown vegetation at 1901 Frail • No appeal as of date in reference to the demolition at 1000 Daniels Ave.

Cemetery No report

Discussion: Friday, State Representative, Bob Cupp met with Cemetery Board Members Don Binkley, Joe Hicks, Township Trustees Russ Holly and Dave Belton and Fiscal Officer Stephanie Hoffer to discuss the ORC and if Townships are permitted to use public funds (levied money) for constructing a new mausoleum.
