Minutes of Meeting, August 10, 2015

On August 10, 2015, the Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio.

Chairperson Dave Belton called the meeting to order at 7:00 p.m. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Dave Belton, Trustee Chris Seddelmeyer, Vice-Chair Russ Holly, Fiscal Officer Stephanie Hoffer, Road Supt. Howard Gray, Zoning Inspector Mark Bishop, Legal Advisor Clay Balyeat, and Police Chief Mike Keith. Fire Chief Todd Truesdale was absent.

APPROVAL OF THE MINUTES

Mrs. Seddelmeyer made a motion to approve the Minutes of the Regular Meeting held July 27, 2015, Mr. Holly seconded, and the motion carried 3-0.

FISCAL OFFICER’S REPORT

Financial Reports for July 2015 were submitted to the Board of Trustees and Departments. Mrs. Seddelmeyer made a motion to approve the financials, Mr. Holly seconded, and the motion carried 3-0.

Discussion: • Fund balances and appropriations are in good status • Towards the end of the year review fund for EMS Salaries

LEGAL ADVISOR

Discussion: • Serve papers on worker sleeping in truck at Hume Supply

PRIVILEGE OF THE FLOOR: Kevin Jones, 2150 Hume Rd., Lima, Ohio

  Mr. Jones addressed the Board of Trustees in reference to the property owned by his father at 1000 Daniels. The property has been deemed uninhabitable and Mr. Jones asked the Township Trustees if they would allow him more time to clean-up the property explaining his mother who is also owner of the property wished to move back to the property. Zoning Inspector Mark Bishop stated that grass on the property is still not mowed, the property was deemed uninhabitable by the Allen Co. Health Dept., and that the abatement is already in process. A motion by Trustee Holly to grant a 30 day extension to Oct. 31st for Mr. Jones, under the stipulation that within the 30 days, the Trustees see some progress in the property getting cleaned-up, mowed, broken windows fixed, and that the home is secured at 1000 Daniels Ave., Lima, Ohio, was seconded by Trustee Seddelmeyer. Zoning Inspector Mark Bishop stated a second letter will be sent by certified mail granting the extension and the conditions that are to be met. Further, the Trustees shall inspect the property Oct. 1st to see if conditions for cleaning up the property are met. Legal Advisor Clay Balyeat asked Kevin Jones if he would allow the Township to inspect the property, and Kevin said he would.

TRUSTEES BUSINESS

Resolution # 92-15      Ending FMLA-Matt Briggs

WHEREAS, the Shawnee Township Board of Trustees passed Resolution 85-15 on July 27, 2015 authorizing Firefighter/Paramedic Matthew Briggs begin Family Medical Leave on July 17, 2015, in accordance with the Family Medical Leave Act, and; WHEREAS, Mr. Briggs returned to full duty on July 30, 2015, and; NOW THEREFORE BE IT RESOLVED, the Shawnee Township Board of Trustees hereby ends Matt Briggs Family Medical Leave effective July 30, 2015. A motion by Mrs. Seddelmeyer to approve Resolution #92-15 was seconded by Mr. Holly. Motion carried 3-0. Roll Call: Mr. Belton, yes Mr. Holly, Yes Mrs. Seddelmeyer, yes

Resolution # 93-15      Ending FMLA-Michele Van Meter

WHEREAS, the Shawnee Township Board of Trustees passed Resolution 83-15 on July 13, 2015 authorizing Michel Van Meter to begin Family Medical Leave on July 8, 2015, in accordance with the Family Medical Leave Act, and; WHEREAS, Ms. Van Meter returned to full duty on July 20, 2015, and; NOW THEREFORE BE IT RESOLVED, the Shawnee Township Board of Trustees hereby ends Michele’s Family Medical Leave effective July 20, 2015. A motion by Mrs. Seddelmeyer to approve Resolution #93-15 was seconded by Mr. Holly. Motion carried 3-0. Roll Call: Mr. Belton, yes Mr. Holly, Yes Mrs. Seddelmeyer, yes

DEPARTMENTAL BUSINESS

Fire Department

     No Discussion.

Police Department

    The Monthly Activity Report for July 2015 for the Police Department as submitted by Police Chief Keith was reviewed by the Board. Mr. Holly motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried. The report is attached and made part of these minutes.

    Discussion: • Calls up 13%. Accidents up by 50% • National Night Out went good. Parking handled very well.

Road Department

      The Monthly Activity Report for July 2015 for the Road Department as submitted by Road Supt. Gray was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Holly seconded, and the motion carried. The report is attached and made part of these minutes.

    Discussion: • Labor hours spent on drainage and brush pick-up • Summer help leaving at the end of this week • Applewood PUD o Asphalt at Cul-de-sac acceptable by Road & Fire Dept. o PUD/excluding sidewalk around pond

Mr. Holly motioned the Board amend the agenda to include Resolution #94-15, Mrs. Seddelmeyer seconded, and the motion carried 3-0.

Resolution # 94-15      Approve Phase I of the Applewood Development (Excluding Walkway around Pond)

NOW THEREFORE BE IT RESOLVED that the Shawnee Township Board of Trustees hereby accepts Phase 1 of Applewood Subdivision as presented by land owner Ted Spieles. FURTHER the acceptance of the project is without the requirement of the walking path around the pond, but will however have to conform to the Allen County Storm Water and Sediment regulations as attached hereto. Zoning Department

    The Monthly Zoning Report for July 2015 as submitted by Zoning Inspector Mark Bishop was reviewed by the Board. Mr. Holly motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried. The report is attached and made part of these minutes.

Discussion: • Zoning Permit Applications • Issues/Complaints (Public Postings & Certified Mail) Cemetery Discussion: • Jackson Township Cemetery constructed a New Mausoleum (Private Cemetery or Association?) • Is a Township permitted to use levied money for the construction of a mausoleum • Obtaining a bank loan for the construction of a new mausoleum • Summer help for mowing
