BOARD OF TRUSTEES MEETING

February 23, 2015

On February 23, 2015, the Shawnee Township Board of Trustees met at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairman Belton called the meeting to order at 10:00 a.m. Roll call indicated those present as follows: Trustee David Belton, Trustee Russ Holly, Trustee Chris Seddelmeyer, Chief Mike Keith, Chief Todd Truesdale, Zoning Inspector Mark Bishop, Superintendent Howard Gray and Administrative Assistant Missy Van Meter. Fiscal Officer Stephanie Hoffer and Attorney Clay Balyeat were absent.

Mr. Holly made a motion for the Board to accept the Minutes of the Regular Meeting of February 9, 2015, Mr. Belton seconded the motion. Motion passed 2-0.

FISCAL OFFICER: Nothing to Report

LEGAL ADVISOR: Nothing to Report

Presentation of Proclamation to Detective Jack Miller for his recent honor of being named the Allen County Police Officer of the Year through the Lima Exchange Club. The proclamation was as follows: Proclamation Congratulating Detective Jack Miller

WHEREAS, on February 19, 2015 the Lima Exchange Club held their 51st award banquet to honor the Allen County Police Officer of the Year as part of Crime Prevention Week, and; WHEREAS, Shawnee Township’s own Detective Jack Miller was nominated for the Allen County Officer of the Year for his outstanding efforts in educating the area school systems for Active Shooter Training (Alert Lockdown Inform Counter Evacuate), participation in the Allen County Drug Task Force, educating Elmwood Elementary students on “Stranger Danger”, and general duties preformed in the daily task of his career as an officer of the law, and; WHEREAS, Detective Miller was chosen as the 2015 Law Officer of the Year by the members of the Lima Exchange Club, and; NOW THEREFORE BE IT RESOLVED, that the Shawnee Township Board of Trustees proudly commends Detective Jack Miller for exemplary conduct and outstanding service to our Township and Allen County in his duties as a Detective of the Shawnee Township Police Department. The Board congratulates Mr. Miller on the honor of being named the Allen County Law Officer of the year.

TRUSTEES BUSINESS:

RESOLUTION 21-15      Acceptance of Police Department Job Descriptions

BE IT RESOLVED that the Shawnee Township Board of Trustees hereby accepts the job descriptions for the Shawnee Township Police Department as attached hereto. Mr. Holly motioned for approval, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes

RESOLUTION 22-15      Authorization for Pay Increase – Todd Truesdale

BE IT RESOLVED that the Shawnee Township Board of Trustees hereby authorizes a pay increase for Fire Chief Todd Truesdale in the amount of $2,807.69 bi-weekly to be retroactive to the pay period beginning December 28, 2014. Mrs. Seddelmeyer motioned for approval, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes

RESOLUTION 23-15      Authorization for Pay Increase – Howard Gray

BE IT RESOLVED that the Shawnee Township Board of Trustees hereby authorizes a pay increase for Road Superintendent Howard Gray in the amount of $2,050.56 bi-weekly to be retroactive to the pay period beginning December 28, 2014. Mrs. Seddelmeyer motioned for approval, Mr. Dave seconded, and the motion carried 2-0. Roll Call: Mr. Belton, Yes Mr. Holly, Abstain Mrs. Seddelmeyer, Yes

RESOLUTION 24-15      Authorization to Contract with Lima Growth Development Co. for the Ft. Shawnee Industrial Drive Project

BE IT RESOLVED that the Shawnee Township Board of Trustees hereby authorizes contracting with Lima Growth Development Co. for the Ft. Shawnee Industrial Drive Project as attached hereto. Mrs. Seddelmeyer motioned for approval, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes

RESOLUTION 25-15      Authorization to Advertise for Sealed Bids on the Ft. Shawnee Industrial Drive Project BE IT RESOLVED that the Shawnee Township Board of Trustees hereby authorizes the advertising for sealed bids to complete the Ft. Shawnee Industrial Drive Project. Mrs. Seddelmeyer motioned for approval, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes

DEPARTMENT BUSINESS:

Fire: • Completed CPR Training at the Shawnee Bus Garage • Information on Cancer Summit • Discussion on CAT tax proposal and the affect the Township and the Fire Department

Police: • Completed Active Shooter Training for Allen County

Roads: • Ordering 100 ton of salt. Price is at $105.25 per ton. • Edge line Striping information from Allen County. To be reviewed and placed on a Resolution for the first meeting in March. • Howard to do research on other alternatives to salt in an effort to reduce costs .

Zoning: • Submitted and reviewed report. Trustee Holly made a motion to accept the report as submitted. Trustee Seddelmeyer seconded, and the motion was passed 3-0.

COMMUNICATIONS: • Economic Outlook Meeting to be held March 10, 2015, from 5:00 to 7:00 at the UNOH Event Center. The meeting is sponsored by First Federal Bank. • Review of the Budget proposal from the Governor’s Office. • Extension for PIR from Dominion Gas. • Valley Ford state bid information. • Signatures for Applewood submitted.

BILLS: Mrs. Seddelmeyer motioned that the board approve paying the bills by resolution, Mr. Holly seconded, and the motion was passed 3-0. Roll call: Mr. Belton (yes) Mr. Holly (yes) Mrs. Seddelmeyer (yes)

At 10:29 a.m. Trustee Holly made a motion to recess the regular meeting and enter into Executive Session for the purpose of discussing pending litigation issues. Trustee Seddelmeyer seconded and the motion to recess was passed 3-0. Roll call: Mr. Belton (yes) Mr. Holly (yes) Mrs. Seddelmeyer (yes) Trustee Holly made a motion to reconvene the Regular Meeting of the Board at 11:47 a.m. Trustee Seddelmeyer seconded and the motion passed 3-0. Roll call: Mr. Belton (yes) Mr. Holly (yes) Mrs. Seddelmeyer (yes)

Adjournment
