SHAWNEE TOWNSHIP

BOARD OF TRUSTEES MEETING

February 9, 2015

On February 9, 2015, the Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairperson Dave Belton called the meeting to order at 7:00PM. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Dave Belton, Vice-Chair Russ Holly, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Zoning Inspector Mark Bishop, Legal Advisor Clay Balyeat, Road Supt. Howard Gray and Fire Chief Todd Truesdale. Trustee Chris Seddelmeyer was absent.

APPROVAL OF THE MINUTES

Mr. Holly made a motion to approve the Minutes of the Regular Board Meeting held Jan. 26, 2015, Mr. Belton seconded, and the motion carried.

FISCAL OFFICER’S REPORT

Mr. Holly motioned for approval of the Financial Reports for January 31, 2015, Mr. Belton seconded, and the motion carried.

LEGAL ADVISOR

Discussion: • Renee Clevenger property 1. Filing of suit to destroy property. 2. Removal of vehicles. • Bond for Zoning Inspector Mark Bishop • Lima Growth contract to install curb and gutter for the extension in the extension of Industrial Drive. • Legal Description-Port Authority owner of Industrial Drive. • Mike Botkins, Auditor of State Office, recent e-mail in reference to the Shawnee Cemetery to be sent to Clay.

PRESENTATION OF RECOGNITION-Steve Woods

Fire Chief Truesdale presented an Outstanding Citizens Award to Mr. Steve Woods, 100 W. Sugar St., praising him for calling 911 to report a trash container fire burning close to a home at 5024 S. Dixie Hwy. It was reported the fire was too close to the house and possibly could have set it on fire. Residents were asleep in the home at the time and unaware of the fire.

TRUSTEES BUSINESS:

Resolution # 15-15      Amendment of Appropriations

Be it hereby resolved, the Board of Trustees of Shawnee Township approve of the following change in appropriations, effective 2/2/15: Line Item: Amount 2907-210-420-0000 Operating Supplies Increase $1,703.00 A motion by Mr. Holly to approve Resolution #15-15 was seconded by Mr. Belton, and the motion carried 2-0. Resolution #16-15      Ending FMLA-Josh Zimmerly

WHEREAS the Shawnee Township Board of Trustees passed Resolution 6-15 on January 7, 2015 allowing Family Medical Leave for Police Officer Josh Zimmerly beginning January 7, 2015 in accordance with the Family Medical Leave Act, and; NOW THEREFORE BE IT RESOLVED that Mr. Zimmerly returned to full duty on January 29, 2015, ending his FMLA. A motion by Mr. Holly to approve Resolution #16-15 was seconded by Mr. Belton, and the motion carried 2-0. Roll Call: Mr. Belton, yes Mr. Holly, Yes Mrs. Seddelmeyer, absent

Resolution #17-15      Certification of Road Mileage

BE IT RESOLVED that the Shawnee Township Board of Trustees certify that as of December 31, 2014, the township is responsible for maintaining 78.435 miles of public roads as determined by the Ohio Department of Transportation and attached hereto. A motion by Mr. Holly to approve Resolution #17-15 was seconded by Mr. Belton, and the motion carried 2-0. Roll Call: Mr. Belton, yes Mr. Holly, Yes Mrs. Seddelmeyer, absent

Resolution #18-15      Acceptance of MOU with Allen Soil and Water Conservation District for MS4 Storm Water Administration

BE IT RESOLVED that the Shawnee Township Board of Trustees hereby accept the Memorandum of Understanding with Allen Soil and Water Conservation District for MS4 Storm Water Administration as attached hereto. A motion by Mr. Holly to approve Resolution #18-15 was seconded by Mr. Belton, and the motion carried 2-0. Roll Call: Mr. Belton, yes Mr. Holly, Yes Mrs. Seddelmeyer, absent

Resolution #19-15      Authorization of Ottawa River Coalition Membership

BE IT RESOLVED that the Shawnee Township Board of Trustees hereby authorizes membership in the Ottawa River Coalition for the 2015 calendar year, supporting the mission and objective of the ORC as an active participant. A motion by Mr. Holly to approve Resolution #19-15 was seconded by Mr. Belton, and the motion carried 2-0. Roll Call: Mr. Belton, yes Mr. Holly, Yes Mrs. Seddelmeyer, absent

Resolution #20-15      Acceptance of Farm Bid for 2015 Farming Year

BE IT RESOLVED that the Shawnee Township Board of Trustees hereby accepts the bid of $147.00 per tillable acre as submitted by Aaron Peters, 2387 Beery Road, Elida Ohio 45807 for the 2015 farming year. A motion by Mr. Holly to approve Resolution #20-15 was seconded by Mr. Belton, and the motion carried 2-0. Roll Call: Mr. Belton, yes Mr. Holly, Yes Mrs. Seddelmeyer, absent

DEPARTMENTAL BUSINESS:

Fire Department

The Monthly Activity Report for January 2015, and a 2014 Yearly Summary for the Fire Department, as submitted by Fire Chief Truesdale, was reviewed by the Board. Mr. Holly motioned for approval of the reports, Mr. Belton seconded, and the motion carried 2-0. The reports are attached and made part of these minutes.

Discussion: Chief Truesdale reported 2014 as busiest year ever comparing the total of 1463 calls to the number of calls in prior years. In 2009 the department had 1,042 calls. Jan. 2015 Monthly Report: • 157 calls • 72% of the calls were EMS calls. The chief spoke about community support provided by the Shawnee Township Fire Dept. throughout the year. • CPR Training. Approx. 700 people have received CPR training from the Twp. Fire Dept. • Purchase of equipment to help save lives. (Lucas II) • Giving more mutual aid and still covering calls. • Scholarships, Make-a-Wish Foundation, and other community projects.

Police Department

The Monthly Activity Report for Jan. 2015 for the Police Department, as submitted by Police Chief Keith, was reviewed by the Board. Mr. Holly motioned for approval of the report, Mr. Belton seconded, and the motion carried 2-0. The report is attached and made part of these minutes.

Discussion: Jan. 2015 Monthly Report: • Calls were down by 15% • Accidents down by 30% Police Chief Mike Keith reported the Shawnee Twp. Police Dept. will be one of the leading agencies providing Active Shooter Training for all Law Enforcement Depts., countywide, Feb. 17-21, at Gomer School.

Road Department

The Monthly Activity Reports for the Road Department for January 2015, as submitted by Road Superintendent Howard Gray, was reviewed by the Board. Mr. Holly motioned for approval of the report, Mr. Belton seconded, and the motion carried 2-0. The report is attached and made part of these minutes.

Discussion: • 50% of labor spent on snow removal or salting roadways Road Supt. Gray reported the dept. is in its second bin of salt and they have used 200 tons so far this year. Still not as much as last year’s 600 tons which is good, whereas, the price of the salt for the roadways has more than doubled.

Zoning Department

The Monthly Activity Report for the Zoning Department, as submitted by Zoning Inspector Mark Bishop, was reviewed by the Board. Mr. Holly motioned for approval of the report, Mr. Belton seconded, and the motion carried 2-0. The report is attached and made part of these minutes.

Discussion: Permits: • Marathon Oil-access to McClain Rd. New drive pending. • Received permit fees for Monticello duplexes. • Permit for Lima Refinery’s Control House. • Hearing pending for Union Bank sign. • Shawnee Ace Hardware (former LBC) permit for construction/demolition under review. Zoning Inspector Bishop read the complaints included in his report. One regarding a “Party Bus” and 6-7 other vehicles parked in a driveway on Britt Ave.

COMMUNICATIONS: 

Mr. Holly motioned the board approve paying the bills by resolution, Mr. Belton seconded, and the motion carried 2-0. Roll call: Mr. Belton (yes) Mr. Holly (yes) Mrs. Seddelmeyer (absent)
