BOARD OF TRUSTEES MEETING January 13, 2014 On Jan. 13, 2014, the Shawnee Township Board of Trustees met at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairperson Chris Seddelmeyer called the meeting to order at 7:30pm. Roll call indicated those present as follows: Chairperson Chris Seddelmeyer, Trustee David Belton, Trustee Russ Holly, Police Chief Mike Keith, Fire Chief Todd Truesdale, Road Superintendent Howard Gray, Zoning Inspector Jim Hile, Attorney Clay Balyeat, and Fiscal Officer Stephanie Hoffer. Mr. Holly made a motion for the Board to approve the Minutes of the Reorganizational Meeting of Dec. 30, 2013, Mr. Belton seconded, and the motion was carried 3-0. FISCAL OFFICER: Mr. Holly made a motion for the Board to approve the Financial Reports for Dec. 2013, Mr. Belton seconded, and the motion was carried 3-0. LEGAL ADVISOR: a. Unemployment Claim-Hearing Rescheduled b. Liquor Licenses TRUSTEES BUSINESS: RESOLUTION 1-14 Amend Temporary Appropriations. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 2-14 Certification of Road Mileage BE IT HEREBY RESOLVED, the Shawnee Township Board of Trustees certifies that as of December 31, 2013, the township is responsible for maintaining 78.435 miles of public roads as determined by the Ohio Dept. of Transportation, and as attached hereto. Mr. Belton motioned for approval of Resolution #2-14, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 3-14 FMLA –Dustin Hunsaker BE IT HEREBY RESOLVED the Shawnee Township Board of Trustees authorizes Firefighter Dustin Hunsaker to begin Family Medical Leave in accordance with the Family Medical Leave Act to begin Jan. 3, 2014. Mr. Belton motioned for approval of Resolution #3-14, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 4-14 Appointment of Alternate to the Zoning Board of Appeals BE IT RESOLVED, the Shawnee Township Board of Trustees hereby appoints Keaton Lehman to the Zoning Board of Appeals as first alternate for the period of January 1, 2014 through December 31, 2014. This resolution shall supersede any and all other prior resolutions regarding the appointments to the specific position that is described herein. FURTHER, reappointments or appointments of alternates to the Zoning Board of Appeals shall be made by resolution annually hereafter except in the case of resignation, removal, relocation or the inability of the member to perform their duties as required by the Shawnee Township Board of Trustees. This resolution shall supersede any and all other prior resolutions regarding the appointments to the specific position that is described herein. FURTHER, reappointments or appointments of alternates to the Zoning Board of Appeals shall be made by resolution annually hereafter except in the case of resignation, removal, relocation or the inability of the member to perform their duties as required by the Shawnee Township Board of Trustees. This resolution shall supersede any and all other prior resolutions regarding the appointments to the specific position that is described herein. FURTHER, reappointments or appointments of alternates to the Zoning Board of Appeals shall be made by resolution annually hereafter except in the case of resignation, removal, relocation or the inability of the member to perform their duties as required by the Shawnee Township Board of Trustees. This resolution shall supersede any and all other prior resolutions regarding the appointments to the specific position that is described herein. FURTHER, reappointments or appointments of alternates to the Zoning Board of Appeals shall be made by resolution annually hereafter except in the case of resignation, removal, relocation or the inability of the member to perform their duties as required by the Shawnee Township Board of Trustees. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 8-14 Resignation of Board of Appeals Member Chet Ebling BE IT RESOLVED, the Shawnee Township Board of Trustees hereby accepts the resignation of Chet Ebling from the Zoning Board of Appeals effective January 1, 2014. FURTHER, the Board extends their appreciation and sincere thanks to Mr. Ebling for his dedication and years of service to the Shawnee Township Community. Mr. Belton motioned for approval of Resolution #8-14 as amended, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 9-14 Appointment of Dennis Beckstedt to Board of Appeals BE IT RESOLVED, the Shawnee Township Board of Trustees hereby appoints Dennis Beckstedt to the Shawnee Township Zoning Board of Appeals as a regular member of the Board. FURTHER, Mr. Beckstedt’s term shall be a four-year term that will expire December 31, 2019. This resolution shall supersede any and all other prior resolutions regarding appointments to the specific position that is described herein. Mr. Belton motioned for approval of Resolution #9-14 as amended, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 10-14 Zoning of Breese Rd. Properties BE IT RESOLVED, the Shawnee Township Board of Trustees hereby accepts the recommendation of the Shawnee Township Zoning Commission to zone Tax Parcel #46-1411-02-013.000, #46-1411-02-013.001, and #46-1411-02-014.000 located on West Breese Road to B-IV Business. The parcels were formerly in the incorporated Village of For Shawnee and are now a part of the unincorporated area of Shawnee Township, Allen County, Ohio. FURTHER, the new zoning will become effective February 122, 2014, thirty (30) days from this resolution. Mr. Belton motioned for approval of Resolution #10-14 as amended, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes DEPARTMENTAL BUSINESS: Fire Department The Monthly Activity Report for the Fire Department for December 2013, submitted by Fire Chief Truesdale, was reviewed by the Board. Mr. Holly motioned for approval of the report, Mr. Belton seconded, and the motion carried 3-0. The report is attached and made part of these minutes. Discussion: • Consistent number of runs. Average calls 6-7 a day, 110 a month. • Increase of 300 calls over a 5 year period. • Cost of fuel. • Recent calls for frozen pipes and meters. • Siren Alarm Notice-First Wednesday of the Month Police Department The Monthly Activity Report for the Police Department for December 2013, submitted by Police Chief Keith, was reviewed by the Board. Mr. Holly motioned for approval of the report, Mr. Belton seconded, and the motion carried 3-0. The report is attached and made part of these minutes. Discussion: • Year-End Comparison-18% Increase in calls. • 29% of calls are traffic accidents. • Harley Davidson Investigation • Investigative cases going well. Road Department The Monthly Activity Report for the Road Department for March 2013, as submitted by Road Superintendent Howard Gray, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mr. Holly seconded, and the motion carried 3-0. The report is attached and made part of these minutes. Discussion: • Fuel usage close to last year’s. Fuel cost is consistent. a. EPA Mandate for Diesel Trucks. Zoning Department Discussion: • Zoning Applications for the 1st Quarter 2014. • Zoning Board of Appeals Meeting-Jan. 13, 2014-Variances granted. a.
