BOARD OF TRUSTEES MEETING March 24, 2014 On March 24, 2014, the Shawnee Township Board of Trustees met at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairman Chris Seddelmeyer called the meeting to order at 10:00 a.m. Roll call indicated those present as follows: Chairperson Chris Seddelmeyer, Trustee Russ Holly, Trustee David Belton, Chief Mike Keith, Chief Todd Truesdale, Superintendent Howard Gray, Attorney Clay Balyeat and Administrative Assistant Missy Van Meter. Zoning Inspector Hile and Fiscal Officer Stephanie Hoffer were absent. Mr. Belton made a motion for the Board to approve the Minutes of the Regular Meeting of March 10, 2014, Mrs. Seddelmeyer, and the motion was carried 2-0. Mr. Holly abstained as he did not attend the March 10, 2014 meeting. FISCAL OFFICER: Mr. Belton made a motion for the Board to TABLE the Financial Report for February 2014, Mr. Holly seconded, and the motion was carried 3-0. LEGAL ADVISOR: Nothing to report PRIVILEGE OF THE FLOOR: Requested Privilege of the Floor did not attend. TRUSTEES BUSINESS: RESOLUTION 27-14 Reallocation – BWC BE IT HEREBY RESOLVED, the Board of Trustees approves amending permanent appropriations in the EMS Fund as follows: 2905-340-230-0000 BWC Increase $47,000 2905-340-420-0000 Operating Supplies Increase $47,000 Mr. Belton motioned for approval, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 28-14 Action of Abandoned Land – S. Dixie Hwy WHEREAS Shawnee Township has been made aware that the parcel of real property #46-1310-01-006.000 located on South Dixie Highway constitutes “abandoned land” under R.C. §323.65 and thus subject to the expedited administrative foreclosure process of R.C. §323.65 to §323.79, and; WHEREAS the Township is interested in acquiring this property for itself or because it has an anticipated buyer under contract to acquire the same from the Township, and; THEREFORE BE IT RESOLVED that the Shawnee Township Board of Trustees hereby requests that the Allen County Treasurer, Rachael S. Gilroy institutes the administrative foreclosure proceeding against this property and its record owners, and that should the taxes and impositions exceed the Auditor’s value of the property, that the Township be notified of its request to elect to receive the property under R.C. §323.77. Mr. Belton motioned for approval, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 29-14 Pay Increase – Detective Marik WHEREAS Don Marik has been employed since March 6, 2012 as a part-time Detective with the Shawnee Township Police Department and has always displayed exemplary conduct and has continued to represented Shawnee Township in a manner of integrity, and; NOW THEREFORE BE IT RESOLVED that the Shawnee Township Board of Trustees, under the recommendation of Chief Keith, shall increase Mr. Marik’s hourly wage by fifty cents (.50) to be effective March 6, 2014. Mr. Belton motioned for approval, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 30-14 Authorization to Purchase Mowing Flail BE IT RESOLVED that the Shawnee Township Board of Trustees hereby authorize the purchase of one (1) mowing flail from Apple Farm Service Inc., Botkins, Ohio, at a cost not to exceed $8,000.00. Mr. Belton motioned for approval, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes Trustee Belton made a motion to Table Resolution 31-14, Trustee Holly seconded the motion and the motion passed 3-0. RESOLUTION 31-14 Authorization to Advertise for Sealed Bids on Dump Truck BE IT RESOLVED that the Shawnee Township Board of Trustees hereby authorize the advertising for sealed bids for a Single Axle Dump Truck for use by the Shawnee Township Road Department. Mr. Belton made a motion to amend Resolution 31-14 to exclude any name brand of vehicle, Mr. Holly seconded the motion. Motion carried 3-0. Mr. Belton motioned for approval as amended, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 32-14 Delegates to LACPRC BE IT RESOLVED that the Shawnee Township Board of Trustees hereby appoints Chris Seddelmeyer as the delegate for Shawnee Township to the Lima/Allen County Regional Planning Commission Board and Dave Belton as alternate delegate. Mr. Belton motioned for approval, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes RESOLUTION 33-14 Authorization to Purchase Tractors BE IT RESOLVED that the Shawnee Township Board of Trustees hereby authorize the purchase of two (2) John Deere Tractors, by May 1, 2014, for use by the Shawnee Township Road Department from Koenig Equipment, Botkins, Ohio, at a cost not to exceed $27,494.41.00 per unit, less trade in value as an option. FURTHER, Koenig is offering a $7,500.00 trade in value on each John Deere tractor x 2 and $3,500.00 trade in value on each New Holland tractor x 2 for a total of $22,000.00 in trade-ins. Mr. Holly made a motion to amend 33-14 to correct spelling of Koenig, include purchase by date, and amend cost. Mr. Belton seconded the motion and the motion carried 3-0. Mr. Belton motioned for approval as amended, Mr. Holly seconded, and the motion carried 3-0. Roll Call: Mr. Belton, Yes Mr. Holly, Yes Mrs. Seddelmeyer, Yes DEPARTMENTAL BUSINESS: Fire Department Discussion: • Optimist Club demo of LUCAS II • JSMC – Successful Training • Roundabout Meeting Thursday at 10:30 • I-75/Breese Rd closing changed to April 14 Police Department Discussion: • Coffee with COPS successful • Donation from Jenny Biggs for National Night Out • Liquor Permit Owners notified of responsibilities Road Department Discussion: • Waiting on Allen County Engineers to finalize Road Program • Notification to County Engineer regarding Haul Roads for I-75/Breese Road project • Drainage cover on storm drain behind residences on Riverview Drive Zoning Department Discussion: • 2 permits issued • Meeting with all Board members and LACRPC regarding Comprehensive Plan and overall Township Zoning to be held April 10, 2014 at 10:00 a.m. COMMUNICATIONS: • TIRC meeting reviewing tax abatements. Addressing problem with ALPLA’s lack of paperwork • Dave reviewed the roundabout project with the Optimist Club on April 2, 2014 • Mc Donald’s set for remodel in May • Chris reviewed Webinar on Foreclosure info • Lima Building Department - new Asst. Zoning Inspector, Amy Harpster BILLS: Mr. Belton motioned that the board approve paying the bills by resolution, Mr. Holly seconded, and the motion was passed 3-0.
