BOARD OF TRUSTEES MEETING March 10, 2014 On March 10, 2014, the Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairperson Chris Seddelmeyer called the meeting to order at 7:30PM. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Chris Seddelmeyer, Vice Chairman Dave Belton, Fire Chief Todd Truesdale, Legal Advisor Clay Balyeat, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Zoning Inspector Jim Hile and Road Superintendent Howard Gray. Trustee Russell Holly was absent. APPROVAL OF THE MINUTES Mr. Belton made a motion for the Board to approve the Minutes of the Regular Board of Trustees Meeting held Feb. 24, 2014 as amended, Mr. Holly seconded, and the motion carried 2-0. FISCAL OFFICER’S REPORT Financials for month of February are completed. LEGAL ADVISOR No report. PRIVILEGE OF THE FLOOR - Ted Spieles, 4870 Shawnee Rd., Lima, Oh Ted Spieles asked that the original zoning for Applewood, a PUD for Community /Residential Development, be changed to a residential PUD like other neighborhoods with single family homes. Trustees asked that Mr. Spieles forward plans of the development to Lima/Allen County Regional Planning Commission for review. TRUSTEES BUSINESS: Resolution # 26-14 Amend Appropriations – EMS Fund Be it hereby resolved, the Shawnee Township Board of Trustees amends the Permanent Appropriations as follows: 2905-760-740-0000 Machinery, Equipment, Furniture Increase $40,000 (Receipt of BWC Grant) 2905-760-740-0000 Machinery, Equipment, Furniture Decrease $75,000 2905-340-420-0000 Operating Supplies Increase $75,000 (Reallocate) A motion by Mr. Belton to approve of Resolution #26-14 was seconded by Mrs. Seddelmeyer, and the motion carried 2-0. Roll Call: Mr. Belton, Yes Mr. Holly, ABSENT Mrs. Seddelmeyer, Yes DEPARTMENTAL BUSINESS: Fire Department The Monthly Activity Report for the Fire Department for Feb. 14 2014, submitted by Fire Chief Truesdale, was reviewed by the Board. Mr. Belton motioned for approval of the reports, Mrs. Seddelmeyer seconded, and the motion carried 2-0. The report is attached and made part of these minutes. Discussion: • Calls are down. 72% of calls are EMS. • Lucas Device-Vital EMS Equipment. • Hydrants needed in plans for Roundabout. Police Department The Monthly Activity Report for the Police Department for Feb. 2014, as submitted by Police Chief Keith, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the reports, Mr. Belton seconded, and the motion carried 2-0. The report is attached and made part of these minutes. Discussion: • Accidents are up 37% • “Coffee with a Cop” at McDonald’s Restaurant at Shawnee Rd. – A community get together – Lima Police Dept. , Allen County Sheriff’s Dept. , and Shawnee Township, 10am-12pm, March 22nd, 2014. • Found person near Hume on 501. Road Department Discussion: • Dept. busy shoveling snow and salting roads. • Streets signs needing repairs after ground thaws. • Inspection of roadways for 2014 Road Program, March 18th. • Planning projects- new salt shed and new truck. Zoning Department The activity report for the first quarter for the Zoning Department, as submitted by Zoning Inspector Jim Hile, was reviewed by the Board. Mr. Belton motioned for approval of the reports, Mrs. Holly seconded, and the motion carried 2-0. The report is attached and made part of these minutes. Discussion: • Minutes of the Zoning Board of Appeals was held March 6, 2014 for variance applications for Apollo Career Center and HCF Management Inc. (Variances approved) • Five zoning applications received as of year to date. • Contacting businesses who have not responded to letters sent in regards to placement/replacement of business signs. (Roundabout Project) • LACRPC continues to work on revisions to include land acquired from the former Village of Fort Shawnee. COMMUNICATIONS  Closure north of Fort Amanda Rd., northbound lane, March 11, 8:30am-2:00pm  Shawnee Township Clean-Up Day, May 17th, 9am-1pm.  Repairs in Spykers Subdivision  E-mail from Jen Roof, Allen Co. Auditor’s Office-Assessments. BILLS Mr. Belton motioned that the board approve paying the bills by resolution, Mrs. Seddelmeyer seconded, and the motion carried 2-0.
