BOARD OF TRUSTEES MEETING May 12, 2014 On May 12, 2014, the Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairperson Chris Seddelmeyer called the meeting to order at 7:30PM. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Chris Seddelmeyer, Vice Chairman Dave Belton, Fire Chief Todd Truesdale, Legal Advisor Clay Balyeat, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, and Road Supt. Howard Gray. Zoning Inspector Jim Hile and Trustee Russell Holly were absent. Mrs. Seddelmeyer announced that the truck bid opening will be postponed until a future date, due to missing information on specs and issues with advertising. APPROVAL OF THE MINUTES Mr. Belton made a motion to table the Minutes of the Regular Meeting held April 28, 2014. FISCAL OFFICER’S REPORT Mrs. Hoffer reported the financials for the months of April are ready for review and that appropriations are in good status. LEGAL ADVISOR Mr. Balyeat reported he had information in regards to Liberty Commons and the Trustees asked that he continue his research. TRUSTEES BUSINESS: Resolution # 43-14 FMLA- Dispatcher Keith Jordan BE IT HEREBY RESOLVED, the Board of Trustees authorizes Family Medical Leave in accordance with the Family Medical Leave Act for Dispatcher Keith Jordan starting on May 3, 2014. A motion by Mr. Belton to approve of Resolution #43-14 was seconded by Mrs. Seddelmeyer, and the motion carried 2-0. Roll Call: Mr. Belton, Yes Mr. Holly, absent Mrs. Seddelmeyer, Yes Resolution # 44-14 Lauren Stauffer to Full-Time Dispatcher Be it hereby resolved, the Board of Trustees of Shawnee Township, Allen Co., Ohio authorizes Part-time Dispatcher Lauren Stauffer to be hired as a Full-Time Dispatcher for Shawnee Township, effective May 4th, 2014. This is a position covered by the rules and regulations of the Labor Contract between Shawnee Township and the Fraternal Order of Police (FOP), Ohio Labor Council, Inc. Further, Lauren Stauffer shall also receive a pro-rated lump sum of $500.00 per the CBA (Collective Bargaining Agreement). A motion by Mr. Belton to approve of Resolution #44-14 was seconded by Mrs. Seddelmeyer, and the motion carried 2-0. Roll Call: Mr. Belton, Yes Mr. Holly, absent Mrs. Seddelmeyer, Yes Resolution # 45-14 Acceptance of Agreement between the Shawnee Township Trustees and the Fraternal Order of Police, Ohio Labor Council, Inc., Patrol Officers and Sergeants BE IT RESOLVED that the Shawnee Township Board of Trustees accepts the agreement between Shawnee Township Trustees and the Fraternal Order of Police, Ohio Labor Council, Inc., Patrol Officers and Sergeants, as presented and attached hereto. A motion by Mr. Belton to approve of Resolution #45-14 was seconded by Mrs. Seddelmeyer, and the motion carried 2-0. Roll Call: Mr. Belton, Yes Mr. Holly, absent Mrs. Seddelmeyer, Yes Resolution # 46-14 Acceptance of Agreement between the Shawnee Township Trustees and the Fraternal Order of Police, Ohio Labor Council, Inc., Dispatchers BE IT RESOLVED that the Shawnee Township Board of Trustees accepts the agreement between Shawnee Township Trustees and the Fraternal Order of Police, Ohio Labor Council, Inc., Dispatchers, as presented and attached hereto. A motion by Mr. Belton to approve of Resolution #46-14 was seconded by Mrs. Seddelmeyer, and the motion carried 2-0. Roll Call: Mr. Belton, Yes Mr. Holly, absent Mrs. Seddelmeyer, Yes DEPARTMENTAL BUSINESS: Fire Department The Monthly Activity Report for the Fire Department for April 2014, submitted by Fire Chief Truesdale, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried 2-0. The report is attached and made part of these minutes. Discussion: • Calls are up. (EMS calls approx. 63%) • Dept. will be doing routine maintenance of flushing hydrants. Residents to run water a few minutes to clear any sediment. • LPD use of tower for training. • Shawnee School Bus Driver Mrs. Crites passed away at the school today. Police and Fire assisted at school and Mr. Holly is substitute bus driver this evening. Police Department The Monthly Activity Report for the Police Department for April 2014, as submitted by Police Chief Keith, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried 2-0. The report is attached and made part of these minutes. Discussion: • Detectives are doing an excellent job. (Operation “Drug Shield) • Prom went well, no incidents to report. Road Department The Monthly Activity Report for the Road Department for April 2014, as submitted by Road Supt. Howard Gray, was reviewed by the Board. Mr. Belton motioned for approval of the report, Mrs. Seddelmeyer seconded, and the motion carried 2-0. The report is attached and made part of these minutes. Discussion: • A challenge this year changing from winter to summer jobs. • New tractors should be here by Wed. or Thurs. The company will cut check for trade-ins, and the Twp. will be invoiced for new tractors. Zoning Department Discussion: • The Shawnee Township Zoning Board of Appeals met on Tuesday, May 6, 2014 @ 10am to hear variance application on behalf of the Allen County Sanitary Engineers Office for permission to construct a pump station at 1680 Ft. Amanda Rd. COMMUNICATIONS  O.D.O.T. held a Public Meeting on May 1st in regards to the reconstruction of the intersection at 501 and Ste. Rte. 117. Recommendations are to take out the nearby pond or take down the church on the corner in order to provide a safer view of oncoming traffic on 117. Mr. Belton felt the safer option was to remove the church.  The Twp. is selling “Round-A-Bout T-Shirts”. Proceeds will be used to purchase park benches for along Blue Jacket Ct.  National Night Out is August 5th. Events will include: Shawnee High School Band, selling t-shirts, track teams, live music, free food and refreshments, free buffalo nickels for kids. BILLS Mr. Belton motioned that the board approve paying the bills by resolution, Mrs. Seddelmeyer seconded, and the motion carried 2-0.
