BOARD OF TRUSTEES MEETING

On January 12, 2015, the Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio.

Chairperson Dave Belton called the meeting to order at 7:00PM. A brief moment of silence was followed by the Pledge of Allegiance. Roll call indicated those present as follows: Chairperson Dave Belton, Vice-Chair Russ Holly, Trustee Chris Seddelmeyer, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Zoning Inspector Mark Bishop, Legal Advisor Clay Balyeat, and Road Supt. Howard Gray. Fire Chief Todd Truesdale was absent.

APPROVAL OF THE MINUTES

Mrs. Seddelmeyer made a motion to approve the Minutes of the Regular Board Meeting held Dec. 22, 2014, Mr. Holly seconded, and the motion carried.

FISCAL OFFICER’S REPORT

Mr. Holly motioned for approval of the Financial Reports for Dec. 31, 2014. 

Discussion:

• Comparing beginning of the year fund balances to end of the year fund balances in the Cash Summary Report.

• Available funds certified in appropriations.

LEGAL ADVISOR

Discussion:

• Follow up on the Renee Clevenger property.  (Zoning)

Resolution # 2-15        Amend 2015 Appropriations

Be it hereby resolved the Township Board of Trustees approve of amending 2015 Appropriations as follows: 2907 Federal Grant Increase $ 2,032.00, 2251  Federal Law Enforcement Decrease $ 1,684.40, (Post Federal Reimbursement of Police Safety Vests and to Correct Fund)

A motion by Mrs. Seddelmeyer to Table Resolution #2-15 was seconded by Mr. Holly, and the motion carried 3-0.

Resolution # 4-15        Ending FMLA-Todd Barnhill

Whereas, the Shawnee Township Board of Trustees passed Resolution 106-14 on October 4, 2014 allowing Family Medical Leave for Police Officer Todd Barnhill beginning October 1, 2014, in accordance with the Family Medical Leave Act, and; Now therefore be it resolved, Mr. Barnhill’s FMLA ended on December 29, 2014.

Resolution # 7-15       Wage Increase for Part-time Dispatcher J. Breitigan

Be it resolved, the Shawnee Township Board of Trustees authorizes a wage increase for Part-time Dispatcher Jacob Breitigan. Mr. Breitigan’s wage shall be $11.00 per hour, effective retroactive to December 25, 2014. Resolution # 8-15       Wage Increase for Part-time Police Officer T. Stevenson

Be it resolved, the Shawnee Township Board of Trustees authorizes a wage increase for Part-time Officer Troy Stevenson. Mr. Stevenson’s wage shall be $12.00 per hour, effective January 14, 2015. Resolution # 9-15       Wage Increase for Part-time Police Officer J. Baker

Be it resolved, the Shawnee Township Board of Trustees authorizes a wage increase for Part-time Police Officer John Baker. Mr. Baker’s wage shall be $12.00 per hour, effective January 14, 2015. Be it hereby resolved the Shawnee Township Board of Trustees authorizes the Shawnee Fire Department Purchase a pickup truck with the specifications attached hereto. DEPARTMENTAL BUSINESS:

Fire Department

Mrs. Seddelmeyer commended our Fire Department for their recent response to a fire at the refinery. She was on sight to help. Inclement weather made it very difficult for everybody. All firemen were on scene and other Fire Departments provided mutual aid. Mr. Holly mentioned that the training our fire department receives through the industries is crucial for our department to handle the type of incident that took place at the refinery. Our firemen know what to do.

Police Department

The Monthly Activity Report for Dec. 2014, and a Yearly Summary for the Police Department, as submitted by Police Chief Keith, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the monthly report, Mr. Holly seconded, and the motion carried 3-0. A motion by Mr. Holly to accept the Yearly Summary Report was seconded by Mrs. Seddelmeyer, and the motion carried 3-0. The reports are attached and made part of these minutes.

      Discussion: • Increased training in 2014 • Calls for service up 91% • Apollo call. (Reporting miles driven)

Road Department

The Monthly Activity Report for the Road Department for December 2014, as submitted by Road Superintendent Howard Gray, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Holly seconded, and the motion carried 3-0. The report is attached and made part of these minutes.

      Discussion: • December quiet month. Leaf clean-up. • Last year salt usage: 350 tons, this year-to-date: 100 tons.

Zoning Department

The 2014 YTD Zoning Report submitted by Zoning Inspector Mark Bishop was reviewed by the board.

COMMUNICATIONS:

       County Township Trustees & Clerks Association to meet at Bath Twp. House, Jan. 15th, 7pm. 

       Discussion-Shawnee Cemetery (No longer reported as a Component Unit in Audit. Question: Is it a separate entity)

BILLS: Mr. Holly motioned the board approve paying the bills by resolution, Mrs. Seddelmeyer seconded, and the motion carried 3-0. Roll call: Mr. Belton (yes) Mr. Holly (yes) Mrs. Seddelmeyer (yes)
